Agile Delivery Sr. Director – (App Dev SrDirector)

This position willreport directly to the IT Senior Director, Delivery Acceleration SolutionsGroup and matrix to the Cigna Agile Transition Office (CATO) lead. In additionto leading and managing the Agile Center of Enablement, the Agile Delivery Sr.Director will provide direct and indirect consultation to the CIGNA EVP andWorldwide CIO, executive-level and senior-level business partners, StakeholderLeads, Experience Group Owners and Portfolio Leaders.

Role Summary

A critical leadership role, the AgileDelivery Sr Director is responsible for the strategy and successful executionof Cigna's transition to an Agile Delivery product and solution developmentorganization.Leveraging her/his deepexpertise with Agile Delivery principles and methods, large scale solutiondevelopment and Organizational Change Management, the incumbent will workacross business and IT to define and build consensus for the strategic roadmap,execution plan and funding levels required to manage the execution of thislarge change initiative.This programwill effectively change the way Cigna develops and delivers solutions resultingin dramatically improving speed to market, IT quality and cost-efficiencygains.

The incumbent will advise and coach our mostsenior leaders on the principles and behavior changes that must take place topropel the transition. S/he must scale up the Agile Center of Enablement andmatrix partners to be able to train and coach 6,000 to 10,000 people resourcesin agile principlesand to move all of development to be ahigh-performing agileorganization.As part of the agile training, s/he willtrain development resources on test-driven development, DevOps and continuousdelivery techniques.Ultimately s/hewill enable all scrum teams to deliver continuous business value on demand toour end customers and clients..S/he must align (and maintain alignment) across Architecture,Development, Operations, DevOps, Quality Assurance, Human Resources, SupplyChain Management and Internal Audit to ensure all are progressing so as not toimpede the overallagileinitiative.

The incumbent will reestablish and scale theAgile Center of Enablement with portfolio advisors, coaches, process engineers,trainers, metrics experts and tool chain specialist who, along with functionalmatrix partners will enable and foster the adoption of Agilemindset, principles and practices.S/he will measure key metrics across all valuestreams down to the scrum team level – throughput, velocity and productiondefects.

Scope:

Beginning with USCommercial businesses and IT, the Agile Delivery leader and the EnterpriseAgile COE will be responsible for the training, coaching and Agile practicehealth of 6,000 to 10,000 employee and contracted resources globally (Bands 3through 7).Direct CoE staffexpected to be“permanent” team of 24 to 40 FTE with matrixoversight of entire Agile community of practice: 400 -600 Scrum Masters andProduct Owners, 60 - 100 Release Train Engineers, dozens of Agile coaches.

Direct budgetaccountability will be $10M to $15M annually. The Agile program impacts $500Mto $800M that is invested each year in the technology solutions productdevelopment value streams that will be optimized by the adoption of Agile.The transition program spans the entireproduct development lifecycle from ideation, to prioritization to investment tovalue stream definition and decomposition to work assignment to one or more of500 development teams, to the execution and successful delivery to clients,customers and healthcare providers.

This positionindependently interfaces with key senior leaders up to SVP level stakeholdersfrom the business segments, the functional operational areas and ITApplications, Architecture, Operations and Security.
